The common term 'site' (lower case 's') is defined as “a place of activity” and is commonly used to describe a property or location of development or operations.

The regulatory term 'Site' (capital 'S') is by definition [14.04(51)] “the bounded area described in an erosion control plan or stormwater management plan, including areas that are part of a larger common plan of development”. When the ordinance states a performance standard “is to be achieved on the Site”, this distinction becomes critical. The Site and area of analysis for all performance standards must be consistent.

Based upon the definition, the plan preparer has discretion in defining the Site. The following guidance is intended to help plan preparers chose an appropriate Site boundary.

The Site must include:

  • New impervious surfaces (any created after August 22, 2001)
  • Redeveloped impervious surfaces
  • Disturbed areas

The Site may include:

  • Any lands under the control of the site owner(s). Stormwater easements or other conveyances of rights to manage stormwater may constitute control.

The Site cannot include:

  • Any lands not under the control of the site owner(s).
